POSITION SUMMARY

The Vice President of Information Systems (IS) is responsible for overseeing all aspects of the agency Information Systems, devising the agency IS strategy, and ensuring that all systems necessary to support its operation and objectives are in place.  The Vice President of Information Systems provides guidance and leadership in technology to ensure the agency keeps pace with changing technology.          

 

RESPONSIBILITIES 

Information Systems Management (50%)

  • Ensure the strategic implementation, deployment and operation of information systems and technology solutions for agency needs
  • Evaluate needs, identify and propose new information technologies and systems to improve agency processes and decision making
  • Ensure strategic oversight of the agency network, cyber security, computer hardware and telecommunications infrastructure. 
  • Effectively communicate with executive management to ensure agency information systems are meeting the needs of the end user. 
  • Clearly communicate information systems updates, technology projects and changes to end users. 
  • Provide project management for various information systems projects
  • Ensure the creation and maintenance of system and user manuals, license agreements, and documentation of modifications and upgrades
  • Diligently monitor for changes and stay current with the latest technologies and strategically determine what new technology solutions and implementations would improve agency functions and create operational efficiencies. 
  • Accurately oversee the financial aspects of the IS Department, including purchasing, operating budget management and budget creation
  • Negotiate vendor agreements, consultant contracts, and service agreements
  • Ensure compliance of technology vendors and consultant work with contracts and service agreements
  • Participate in Executive Leadership functions within the agency
  • Follow and adhere to the professional standards and ethics outlined by professional degrees and/or licensure

 

Strategic Planning and Policy (30%)

  • Consult and cooperate with the agency Technology Committee to establish the strategic direction of the company's Information Systems Department
  • Effectively execute identified and developed strategies to lead the agency with progressive technology
  • Collaborate with agency departments to evaluate areas of improved efficiencies through the use of technology
  • Provide technology input to executive management to assist in decision processes
  • Create and maintain agency technology short term and long term plans
  • Consistently develop, review, and maintain policies, procedures and best practices, including providing written protocols and guidance to IT staff and to end-users
  • Develop, track and manage IS Department user support metrics and accurately provide reporting on metrics 

 

Supervision of Staff (20%)

  • Hire, develop, evaluate, hold accountable, and if necessary, terminate assigned staff
  • Mentor and coach staff through training, inspiration, motivation and encouragement
  • Provide leadership and develop the IT staff to meet the changing needs of users, groups and offices; new projects and technologies; and varying staff strengths

CRITICAL FUNCTIONAL SKILLS & KNOWLEDGE  

  • Extensive knowledge of technical systems, servers, networks, and help-desk support management
  • Knowledge of current trends in the Information Systems field
  • Experience in purchasing and working with outside vendors
  • Strong analytical abilities and results orientation
  • Experience managing an Information Systems department budget
  • Excellent written and verbal communication skills

  • Advanced computer skills in utilizing Microsoft Windows versions, Office software and Microsoft Servers versions
  • Experience using and managing various phone systems and copiers     

 

EDUCATION AND EXPERIENCE  

  • Bachelor's Degree in Computer Science or equivalent education and experience
  • Minimum of eight years' Information Systems experience with five years in a management position
  • Experience working in a multi-office network
  • Experience managing all areas of Information Systems   
  • Supervisory experience required
  • Experience working in a non-profit setting helpful but not required

 

LICENSES AND CERTIFICATION

  • Valid driver's license and valid insurance required
  • Information Systems or Technology certificates preferred but not required

 

WORKING CONDITIONS

  • Office/Desk work environment
  • Regularly spend extended periods of time sitting, using office equipment, computers and attending meetings
  • Willingness to work flexible hours as needed
  • Occasionally lift 10 - 20 pounds
